It was easy to make massive amounts of money during the old economy and seeing FoW armor was common.
It wasn't meant to be and after several tweaks latter, anet did fix the issue making FOW a rare / difficult to get again. I think what the OP wants is since a lot of people, it took little work to get FoW armor and now you have to work for it to compensate or make it "fair" to everyone.
To be honest, I think Anet should implement an even harder to get armor and be it visual different / some actually bonuses (but not over powering) base it off items that can not be bought or traded (just from drops). The people that have this armor would have the natural respect and awe for earning it the hard way. (edit) You could still make it a gold sink by using gold to get the items or in another way a method to get access to the items that can't be transfered, traded or sold.
If something like this was implemented, *then* I would say make Fow easier to get, it's not the keystone armor anymore. Until then, those that got it easily were there at the right time and place for those latter much harder to earn. If I see someone in Fow armor, I reserve my awe until I see how you play in the group.

*walks up to jhoneil [priest of balthazar], spends some more faction, smiles cause he has finally unlocked almost every skill in the game, thinks back to the good old days when he could be bothered to play pve in the UW and FoW and get pissed off at crappy team mates, smiles again as this no longer happens cause he discoverd a long time ago what almost all of the good players where doing*

I have FoW armor. I got it because I think it looks awesome dyed black on a warrior. The other class fow armor I dont really like.
I did have a solo monk. No need now as I got my FoW. I solod because it was fun, getting FoW was the reward for that FUN.
Everyone talks about solo-monks and how they hate them and how it is so easy. It is not that easy. If it was, everyone would have FoW now wouldnt they?
For everyone 1 successful solo-monk there are at least 50 that have no clue what they are doing. Same thing goes for PvE or PvP. You meet some good players that have skill but most that have none.
Farming does take skill. You need to know how to use your farming build to maximize your time:$$ ratio. Sure, the main thing you need is time... and lots of it. It just isnt as simple as everyone tries to make it seem. Farming is indeed a skill, albeit a more time consuming one than most.
In GW, there is little PvE end game content. So why not play in FoW and UW. These areas are exiting and in the long run give you a nice set of armor. You do not NEED this armor and so claiming "the grind" to get this armor is against the point of GW is false. It is a reward for those that choose to work for it, but you in no way need this armor for PvE effectiveness.
-----
Conclusion:
-----
Grinds do not exist in games. If you feel it is a grind, you have two choices, avoid the grind (PvP instead; dont get FoW armor; etc) or stop playing the game. If you percieve it as a grind, you might as well say it is boring, and thus... why play?
Skill has many forms. Just because you cant/wont do it, doesnt mean it is NOOB/No skill/<insert lame word here>/etc.
Stop asking for everything to be handed to you on a silver platter. If you want something, WORK FOR IT. Whining about how ANET is shafting you with the length it takes to get X item or whatever is just pathetic.

not true.
the warrior has a helm that reduces hex length on you. can't get that helm in pvp.
the ranger can get unique pets and make them evolve differently. pvp will only give you the elder evolution.
fissure armor is only for status and bragging rights not more. will still own you with my drok armor b/c you spent so much time in UW and FoW that you don't know how to pvp.

And whats that supposed to mean?

It's a casual dismissal. For example:
Person 1: "WTS Rune of Superior Vigor!"
Person 2: "I'll give you this much. *offers 2 platinum*"
Person 1: "kkthxbai. *cancels*"

Last thing i''l say about this,
it would all be fixed if drop rates for ecto/shards/anything would be increased while playing in an 8 man group and evenly divided. It would encourage team play and make it useless to solo.
Since i Anet claims to encourage teamplay is is beyond me why they didn't do this already.
No i'll go pvp some more :P

Twicky,
Very true except you cant see pets etc in town. Also it is a mistake to assume that just because you have fissure does'nt mean you can't PvP. What do you think all those multiple HoH winners do with their hundreds of sigils? A lot of them buy fissure.
Hopefully i'm wrong in this and you are not one of the those defensive types I meet everyday in LA, who will do and say anything to negate the hard work of others or who choose to play the game different to yourself.

I sort of agree with OP.
Though its to late now, I think anything thats as hard to get as fissure armor to a just starting player is now, its not good for the public.
I checked ebay and the rare crafter materals for this stuff was priced up to 160 dollars.
Its a waste of time to try to achive getting it. And in wearing it, it only suggests that you have exploited some sort of system to get it, (ebay, invisi-monk, npc trader price gouging)
Or at least it suggest that youve wasted time in repitition smite farming in UW with your guild for the past 3 months.
Its a poor achivement.
How many people have cleared all the missions in UW and FoW?
Its freakin hard isnt it?
And, its not worth it either, huh?
I think if the game allowed you to get these materals (with your name on it) once you completely completed and cleared UW and FoW it would be plenty fair.
